People: Lack of Worker Competency Develop partnerships with associations to make ESL available to businesses with limited resources Review stats/compile research – showing new/vulnerable workers more at risk of exposure; encourage reporting, HI/RA, make available to industry Develop standardized training package/template for new or vulnerable workers, including encouragement to ask for help; include defined level of competency based on skill; establish standard milestones as worker progresses through onboarding/training/job-specific (skill and risk) Develop competency checklist with milestones (e.g. 1 week, 30 days, etc) Normalize culture of stopping and asking for help, vs. continuing/pushing forward Encourage situational awareness, even while maintaining intense focus on work tasks
